it's not true and to my understanding, you are born that way. Though the actual "conversion" is actually more of a psychological disease if I'm not mistaken.

I'm a Lycan. I don't think we're dangerous, but there are probably some Lycans out there who are. I've shifted on the AP.. but that's it. I think I almost shifted on the Physical Plane;I was laying on my bed when my body started hurting really bad. I've never felt such pain. My sister is a friend of a vampire who is dating a Lycan; he's shifted on the PP.
