There is no real reason why an under-age person cannot cast spells. The problem arises when an adult casts a spell for a person under age, without the parent's permission. In that case, he/she would be teaching a religion; and that is illegal.
I am underage I suppose but I have always practiced spells and magick. I do so knowing that I could fail and if I do I have my father to help me. I haven't failed yet because I was trained since I was young to use protective measures. I will admit though that my magick is random and dependent upon my inner most desire for the magick worked.

Whoever told you that you have to be 18 is not being honest with you. There are many people that started when they were very young. I am one of those people.
There's many people on this website under the age of 18 studying and practicing magic. Before you go to any spell caster to have them work on your behalf check into their background to see if they're legitimate first! There's no rules about people under being 18 can't cast spells just use common sense.
As for legal grounds covens cannot legally accept a minor into their covens and or teach individually without parental consent. It would be illegal to do so.
Age is not important, but your frend might have lied to you because your friend thinks that your not ready for that, or doesn't want you casting spells fore some reason
Well actually children can cast spells and they can be affected by spells and spell craft.
The darker side of the arts often do focus on children... Those Satanic Child Abusing Cults people are often talking about and saying they ain't real.... Well they are very real and they use all manner of manipulation on children to raise children to be power spell casters who begin casting well before puberty in many cases.
Understand by the time I was 8 year old I was part of some pretty serious ritual in a role as caster. So I know from personal experience that yes children can be taught to cast. I also know from person experience that not only can children be used in ritual, but they can be the object of intent of a ritual (magic).
Age of Consent... This is a concept where we try to establish when exactly a mind is mature enough, experienced enough and developed enough to make an informed choice.
Informed... That takes data gathering, and the world of children is nothing like the real world. The rules and laws that children have to uphold are not as strict and full of responsibility of the adult world.
Most children are protected to some great degree from the ravages of this world. Most parents do their best to shield their children, thus the child doesn't have a full, complete set of experiences to understand what risk and consequences are.
You are not immune from magic.
He most likely is trying to make certain you are making an informed choice here.
I am 16 and i cast spells all the time and done some rituals you are never too young to cast spells but you do have to know the basics for the spell to work.
if you are expirienced in magick than it will be easier to cast spells than newbies.
I guess when someone is casting the spell on you/for you, they would want you to be at least 18 so that it's sure that it's your decision, I guess it's the same thing as many sites, products, and services demand that the user is at least 18 even if it's not anything inappropriate. I guess you could say 18 is a definite "age of consent" for most things in life. If you're underage, it's much harder to work with you because guardians that do not agree with what you're doing and the caster was not in contact with them about it could be involved.
As for casting your own spells - you definitely can. You're not too young for casting spells if you know how to cast them properly. It's hardly an age thing, it's not related to age but to your maturity and knowledge.
It's not dangerous for minors and it will give effect if you do it properly - it did for me. Magick is much older than the idea that you're an adult when you're 18, I doubt that anyone actually thought of it that way through history.

There are legal rammifications for someone over 18 doing rituals and spells for or with someone under 18 who is not immediate family.
Whether they are selling the spell to you, are doing it with you, etc. they can be arrested because you are a minor, for all sort of wonderful crimes no one wants to go to jail for.
