You already have those powers. Assuming you're talking about the powers we are born with. We are born psychic but due to lack of practice using those powers, and close mindedness, we have lost them. But we can still regain those by meditation and even more practice.

As NekoKyrie said, you already have these powers. If you want to increase your magic powers' strength, then study the basics. Also, you could find a mentor that could help you and teach you about the magic you are interested in.

I would learn shielding before anything else. It's safer to cast spells, because casting spells is dangerous. You can read some of the articles and write notes in a notebook. Writing helps your brain remember it. It's good to practice meditating, shielding, grounding, and centering.
