How long does it take for the communication limit to reset?

It takea about one hour as long as you do not try to mail anyone during that time, then it resets.

So how many messages before the limit? And why is there a limit?

I really don't know how many messages are supposed to be send before the limit starts, but maybe it is because you rapidly are sending messages. The limit is to prevent spam.
