Is it possible to a witch to transfer magic power to another permanently?

No because magic is working with energy once you know how to do it you know how to do it unless you forget!

You can put your energy into something, whether that is an object or another person short term, but eventually it would be used or would simply fade.

Your "magick" is simply energy that you are able to use to produce a result. Everyone has the ability to do "magick" but most simply choose not to believe that they can.

Magick as in the kind for spells is a natural energy found all around us. You can transfer this energy to another person or object by charging the energy and essentially pooling the energy inside them but over time this energy will fade which is why you typically do this when you are casting a spell, and not so the person will have a bunch of energy built up Inside them. Too much or too little energy in someone is a bad thing.

There are ways to implant and fuse small shards of your energy inside another person which could last longer than simply transferring your energy into another individual.
