If it has been that long, then it is likely your old account was gagged for breaking a rule.

Even though Personified and Lark answered this. I must say they are right. If your previous account has been restricted of all privileges on your account. You must have broken rules for them to put a gag on your account. Communication limits only last for an hour then it resets. A communication limit is put to keep people from sending mass messages or from sending mass spamming messages.
