You go to someone else's account and click the "Mail" tab and compose your message there!

It's slightly different on the mobile version of the site. On mobile, once you're on their profile, if you go to the button that says Profile , directly above their profile picture, it should then pop up a drop down list for you. There should be a mail option there along with their photos, site history, etc.
