Before I cast a spell on another person I like to think about what it would be like if someone cast that spell on me.
Would you like it if someone tried to bind your powers? If the answer is no and you value the three fold law or fear any karmic retribution then you may wish to reconsider.
Consider if it may be better to cast protective spells to repel any magic done against you from that specific person or group of people.

Blood magick isn't innately negative, it is just another form of magickal practice to link a spell to you and add you energy further into a working, it isn't innately a bad thing and some people are closely drawn to it. Personally, as long as they aren't doing it in an unsafe way, it's a perfectly fine practice.
If you feel they are jumping into it too soon, talk to them, explain that you are concerned. Much better to talk it through than to attempt to bind them from undertaking any working, which seems somewhat of an extreme response when a conversation is likely going to be a much more successful option.
Honestly, similarly to what someone previously said, protection might work best. While I agree with your sentiment, people often refuse to listen when you mean well in trying to help. I think you should talk to them, but if they don't listen, cast a light form of protection for them to prevent them from harming themselves in the practice. Ultimately, they will probably find a way to do the work they plan to regardless of what you try in attempt to counteract it, so protecting them might work better than binding. Otherwise, if binding it absolutely necessary, I'd suggest a form of knot magic so that the bind is easy to perform as well as undo.

The use of poppets, and burning of an effigy, are not necessarily negative things. Poppets (what many people refer to as Voodoo dolls) are used for sympathetic magic. When a practitioner uses one to represent themselves, it means they're [symbolically] doing things to that representation they can't do for themselves. For example, pushing pins into one to send healing energy to that place, letting it stand in for the reception of incoming blessings, or even curses, to be dealt with later. In the case of burning an effigy of one's self, I can immediately see the potential of using that to be rid of some unwanted quality, using the doll to house that trait.
Here's the thing: Some people jump into things feet first, based on whatever assumptions and correct or incorrect information they've already got. For some, it can create a very different kind of learning experience. Perhaps this person just needs to go through a hard time in order to learn some life lessons.
