I would please like to know which is the best moon to cast a spell?

The best time to cast a love spell per example is under the full moon, so when the new moon comes, a new oportunity of love appears. Many spells are done under the full moon.

You don't need to let the phases of the moon dictate when you cast a spell. If you choose to, however, you can use it as another tool to help increase the energy and vibrations you're putting into your works of magic, spells, etc.

New Moon: This is a phase for new beginnings. It's a good time for magic for fresh starts, new opportunities, etc.

Waxing Moon: During this phase, you can perform magic to draw things to you or to increase your odds. This can involve anything from improving your chances of in love, fertility, financial gain, etc.

Full Moon: This is the "all-purpose" moon phase,thus, it is a perfect time for all magic.

Waning Moon: This is a good phase for removing negative energies, banishing, and cleanings. I've also used this moon phase symbolically to "whittle away or break down" any obstacles in my way.
