On a hot sunny day, go outside cast the circle (request air &water). Use the thick wand (must be a bit thick) point it at the cloud and chant 5 times:
Gods and Goddesses of Weather hear me now as I request a hurricane, grant my wish it's hot out here, hear me hear me and give me a Hurricane. So mote it be, So mote it be.
After releasing the quarters and opening the circle after the spell, in a matter of time the cloud should extend and turn grey and in about a day later the sky should be dark and starting to rain strongly. If it doe's, the spell has worked. Remember this... If it doesn't work it probably means you didn't do it correctly, you must do it correctly otherwise it will not work.

Well according to my experiences of weather magic a 'hurricane' isn't something that saying some words and waving your wand can summon it. Also, weather magic should only be done relating to the weather of the place. For eg, like mentioned above not even rain(leave far hurricanes) can be summoned in the summer season. Always remember that magic is ruled by nature. Thus, this spell doesn't work
You cannot summon a hurricane go appear out of nowhere within a day as that defies nature. The only way you could see any results is if you are proficient in Weather Magik. Even then, this would not summon a hurricane. At best, it would make it windy and maybe rain. The chant is wrong. You are demanding random deities to do something. You are not conjuring any Magik for the spell. At best, you cast a circle, but even then it is unclear if you did it correctly since I doubt someone who would fall for this fake spell probably does not know how to properly cast a circle or call the quarters. This does not work, even if you followed the instructions correctly. New witches are already nervous about their abilities, so lying to them and blaming them for your fake spell not working is incredibly immoral.
