Focus on the weather in your minds eye and chant: "Oh Gods, hear my wish. Tomorrow is a cold day. Warm my hearth, warm tomorrow, cheer my soul. So mote it be". Imagine the weather changing, the sun coming out, and the earth heating up.

I am new to the craft so that could be the reason but I felt not much change, I think the weather went us five degrees but that could just be natural, looking forward for the next steps!

Look at the weather forecast for the next day before doing the spell so you can know in future if it worked or was mere coincidence.

This needs an edit. Charge energy, visualize your desired outcome as the spell says. When you feel like jumping, screaming, bursting with energy, say the chant. Repeat it until you fall into a trance. That said, the chant needs to be fixed as well. If you are wanting tomorrow to be a warm day, do not say ''tomorrow is a cold day'' as it sends that desire out. Mentioning it to be hot and cold in the same chant will muddy the energy and increase the chances of the spell failing.
