This really should work at the first time you say it, so no need to reapeat, unless you think it's needed. If so, chant this three times to make sure.
Sounds too simplistic to work. Perhaps if you are skilled in weather magick it might work for you. Also, be aware if you live somewhere that snow is not common, you might experience rain. Real Magic does not defy nature.
I disagree with Weather Magik from a moral perspective. 99% of the time, people cast them for selfish reasons and do more harm than good. But I agree, this heatwave is atrocious.
I wish I could help troubleshoot your spell work to figure out what the issue is. You might be choosing fake or flawed spells. This spell is flawed. You might not be charging and directing Magikal energy correctly. Too much or too little can affect how the spell works. If you are hyprfixated on a spell manifesting in a specific way, this can result in you missing the ways it actually worked. If you cast a money spell and expect someone to hand you a cheque for a specific amount, but ignore all the extra shifts work has offered you, the new savings account offer, or the small amounts you find on the street, you would conclude the spell failed. Lastly, if you doubt yourself the entire time instead of being present. If you are casting and keep thinking this is not going to work or spend the next month thinking of reasons why it failed, you are putting energetic/psychic blocks in place which can weaken the spell. There is a bunch of other reasons, but those are the most common.
If I could make a suggestion, I would harness the suns energy. I cannot stress enough how much I despise heat, but you can utilize the suns energy for your spells. Especially since the solstice just occurred. You can leave items in the sun to absorb its energy. I would be careful. Certain crystals fade in sunlight. Worst, some can reflect the sun and start a fire. This is the practical reason why crystal balls are covered. You can place an orange candle in the sun for a time, say 15 minutes, and use it in a confidence spell. Research the Magikal properties of summer and the sun and see how you can use it in your craft.
