wish spell with bay leafs

it says to do it during a "new moon". can you do it during a "full moon" as well? wouldn't it be more powerful during a full moon? please respond

Probably a new moon because as the moon waxes, the wish can come to fruition.

Even among Wiccans, so attuned with Moon phases many will give different oppinions on this. I think both new Moon ( as waxes the wish spell strenght grows ) and Full Moon ( great energy , quick results , good for any kind of magick ) are good choices.The spell where You write Your wishes on Bay leaf in ancient Rome was always done under the light of Full Moon, though that is just an example conected to a specific culture :)
