That's a grey area for me. Some people like to say "we are all human" and that's true, we are physically. But most faiths that believe in reincarnation believe that our souls are able to change as we either ascend or descend as we live, grow and develop. I believe that those that "remember" themselves as something other than human merely prove that Buddhists and the like aren't far from the truth. To me, my body is merely a vessel, and my mind and soul is me. What that is, is beyond anyone's understanding. People that attempt to understand it tend to let their imagination run wild. I'd be more open to someone that said their spirit appeared to look like nothing I could relate to from myth or fiction than someone that says they're a vampire. The one that says he/she is a vampire is obviously blinded by their mind just as much as the Christian witch that says demons are out to get them. Fears and dreams color their world. It doesn't make them fluffy, it makes them under-developed spiritually. They're far from "enlightened" but they all have hope ;)

Some use it to role play though. I always like to give them a chance to see if they are knowledgeable concerning real magick or not. If they have no clue and they are seeking to become a fairy or grow fangs then they are indeed "fluffy". If they just feel "out of place" and have dreams, then I consider the Buddhist 6 realms and 31 planes of existence. Google them. They're quite interesting. Vampire could very well be mistaken for what the Chinese would call a "hungry ghost". The problem is people are too close minded. The ones that believe in otherkin and the ones that think they are fluffy are all stuck in their own separate boxes shouting from inside "nuh uh, you're wrong". :p
"Otherkin" are people who claim to be the reincarnations of vampires, dragons, elves, and other creatures that do not and never have existed. Wether or not it is fluff is mostly up to you since a lot of people do believe in reincarnation and that fairies and mermaids are real in other planes of existence.
Someone who identifies as Otherkin identifies with a human body and a non-human soul. As stated before, there are bad eggs that make it look like complete delusion, but you honestly get that in any group of people. Historically, there are mythos that speak of reincarnation and transformation, though there is no historical evidence of lore (that I know of) involving a human body and a non human soul, so this concept is a newer belief.
People who identify as Otherkin that have researched and have experiences with different kinds of spiritss do so through a gradual process and it isn't something you transform into. In fact, the term 'shifting' is attributed to both the Otherkin and Therian communities, but does not attribute to physical transformation, but more on the level of psychologocial, mental, and/or spiritual, depending on the beliefs of the Kin.
Another 'new' concept is called being Blooded or having spiritual ancestry. There actually is historical reference to this in lore and while the beings in lore are treated as physicaleings, they are not treated as physical beings by today's practitioners of these various paths. In lore, this references humans who have the ancestry of elves, Gods, Fae, and various other kinds of spirits. Personally, I've seen this a lot in Western European lore, though there could be more references in other areas I have not researched.
