This is just an idea, but how about having lessons and weekly quizzes? The members that want to contribute a lesson check on how many are interested, and it starts from there. I could think it over some more if anyone else seems interested.

I agree with Asetspyre. we could do something daily, weekly, or monthly to find out which members are active, and which members are not active. Then the high priest or priestess can take according actions based upon how they think the inactive ones should be punished or notified, and possibly even reward the members that are active in some small way. They don't have to follow these suggestions though, as they are just suggestions.
I'd be up for putting a bit of cash aside as a reward for activity (we can buy a SoM Shop gift card and reward people). Something like a Most Valuable Member reward for the most active person.
In all of my leadership positions online and in real life, I've found that treating people with respect, taking their concerns in stride, taking swift action when necessary, and giving out appropriate punishment/reward actions tends to get people on your side. If they know you'll stand behind them 100%, it won't matter as much that x didn't go exactly the way they wanted. What will matter is that you were there and you cared about their concerns.
I want to learn and I want to help others learn and I want us to be a family I'd be honored to become a council member and help out but even without that title I'll still do everything I can I see the coven going far if we work together. I want to master natural magick and continue to learn about plants and stones I expect everyone in this coven to respect each other and be there for each other.
I want to see this become A tightly nit coven where people can express there beliefs without fair of reprisal. A Place of learning but also a place of Support.
I am happy to be whatever this coven needs me to be.
I am happy just helping others as necessary.
Again I see us as a place where one can openly be them selves without fear and a place were knowledge is given openly.
What I want on SoM is simple: I want to help people grow, really grow, not just with magic. I want them to help to be satisfied and happy in their own skins. I want to give them a place to be, to really, truly be. A place where they will always be accepted and always be acceptable. I want to give make some place where people can feel at home. Where activity isn't the biggest focus, but it just happens. Because...SoM is so filled with hate, with definitions of what is right and what is real, with people who cannot bend without breaking, with...so many things that just lead to suffering for so many...that I just wish I could fix it.
I want to make a space that will outlive my time on SoM. I want to make an idea that will never die. I want to inspire people, to make them feel alive. I want to remind people that there is a different way.
And I want to make connections to people that will last a long, long time.

I wrote this when I was talking to a friend about us, because I have been debating whether to keep the position or leave. If I lead it, this is what I want to make us.
So, what would you like to see happen with the coven?
I'd love to see this become not only a tight knit family, but a place of learning and growth, not only spiritually, but socially and mentally.
Where do you want to go with the coven? Do you want to remain a member? Become a council member?
Umm, I haven't been here long enough to be interested in more than just a casual memebr, yet. I'm always up for a bit of responsibility, but I am happy advising, being active, and doing what I can.
Do you want to become a teacher someday? An advisor?
I have "always" played the part of an advisor and a guide.
What do you want to do? What do you see the coven as?
What do I see the coven as? Well, right now I see more than a little potential and a lot of care, which is all a plant needs to grow prodigously and bear fruit. I see the coven as possibiltiy!
