It's a chat where magickal subjects are discussed so we can clearly see the level of one's knowledge there.Also many fluff on chat so it's important too. :D

Pet answered the question of who rates these things, he said something to the effect of, "Don't ask, you'll probably be ranked as fluffy." lol

Beginner I would imagine as someone just starting to gain interest in magic, and has no true grasp on how things work. Therefore they want to learn, but probably think they can just, BEGIN to cast spells. Which it doesn't work that way, so they tend to be turned off of learning easily.

That is the logic I can see behind it.
