Depending on the positioning of the ring, it could mean many things. Do some research online about iridology if you want to know more ;)

It's called arcus senilis: Arcus senilis is a white or gray opaque ring or arc around the cornea of the eye. Arcus senilis is seen often in the elderly, but is sometimes present at birth. When arcus senilis develops in early or middle life, it is referred to as arcus juvenilis.
Although arcus senilis does not interfere with vision, the condition may indicate elevated levels of cholesterol. The arc or ring that occurs with arcus senilis comes from lipids(fats)or cholesterol deposited in the cornea
1. Total head and back of the neck pain and the feeling of heavy eyes.
2. An Acute uneasiness or apprehension: everything seems to go wrong.
3. Stomach ache accompanied with dizziness and a feeling of vomiting.

If nothing physical is happening but you are having supernaturally bad luck I sincerely hope this site can help you find a spell to get rid of that.
In most other cases I can give you a great diagnosis Somatization disorder. As a resident or intern you should be familiar with this and know that it happens to a lot of people and you just panicked a little. Completely understandable. (I'm going to assume you don't have Munchausen syndrome)

I have light blue eyes, and around the outside iris it a dark blue-ish color, basically the same thing, kinda

Well, I would like to point out that all eyes, started blue. The resulting color you have in your eye is the result of impurities in your eye crystallizing shortly after birth, and no longer being able to reflect certain colors. You're observing a very natural occurrence where you have parts of your eye reflecting the natural blue, rather than the color you are used to. This is common in people with hazel eyes that seem to change color depending on the light hitting the eyes, as well as others who might have their eyes be hit slightly different by the light.
It's likely something you've never noticed before, due to how the light generally hits your eyes, most of us use the same mirror, in the same place, under the same lighting every day. Try changing your shirt, and moving in relation to the light source, and looking again. You're probably going to notice that this ring might become less noticeable based on the situations you are under.
