you CAN control weather, BUT you need to be very connected with nature it self and there MUST be a reason why do you want to do it, in druid tradition we can control but ONLY then when nature needs it. There is a spell for snow, too, that i use but it is druid ritual i don't know will it work when some wiccans do the ritual. As for druids we make a pact with nature itself to be her hands in need. Spell work for me, as wind, storm, rain, sun spell work too...
Unless your simply in touch with nature where all its sons and daughters practically but anythings possible if your willing to return the favor, beleive me i know im very close to nature myself, but nothing is just free to take just remember that

You get the idea. Changing the weather isnt a novelty. Its a neccesity and you will have no need to change it if you are close to it. And love is free. So is kindness and positive words. And many other things.

Ok you cannot control the weather therefore you cannot make it snow no matter how powerful you are or how much you are connected to the nature or anything thing else. We as humans do not hold that power, The universe has its own will and rules which we cannot interfere with.
Honey, spellsa re just advanced prayers for magic, if it's the middle of summer, though I know it's winter for you in canada, snow won't come for one wizard's spell. It's up to the goddess, or as some call her, mother nature. The universe doesn't do your will, spells only work when your will and that of the universe correspond.
Ok to put this simple there are certain people who possess the power and all who dont shouldnt say anything just because they cant, there is no reason one should even think of snow in the summer its rediculous and idiotic to begin with that being said it is possible in winter

I've been a pagan magic practitioner for around four years now and these responses bring disturbing energies to me. Before I started magick and before I was a pagan (I did consider myself a self dedicated wiccan before realizing who I was) I was, like many before me, a christian. Not by virtue in the slightest sense but by my belief in the christian god. My point being that I was very skeptical. I felt a sort of consciousness calling to me. I had gone to a few sites as well as this one and thought out of my shoes for a moment. I was going to try a rain spell to prove to myself that magick was real, If it was then it would work. I took beliefs that were not currently, at the time mine and convinced myself that they were (I have the ability to be a pathological liar). I have always been an empath even when I did not know what it meant. The ability to take on a belief fully and truly, a scientific view if you will, gave me the proof i needed. The first spell I ever tried was a weather spell, It worked within twenty minutes. Today it would take at least 24 hours but back then by shear belief alone(and the chant if you really believe there was any power to it) I was able to make it rain in a span of 30 minutes. Over time I learned to use spells without uttering a single word. Energy manipulation and visualization combined to produce results. It was not until a year ago that I was even aware that some pagans do not believe the weather can be controlled or influenced. The weather is very unpredictable why... anyways heres the spell you asked for I made it myself and if you have the ability you can influence the weather. I don't know about snow in a desert but if the conditions are in your favor you are the only one stopping you.

I of course would accompany the chant with visualization of a blizzard surrounding me and everything around me, as well as sending energy out with the sole purpose of causing the visualization to happen.
This is assuming, of course, that energy manipulation is a well known topic for you.
And to the doubters of weather magick out their, You bring great shame in your skepticism as well as your judgement in what you would call "fluffy". Judge not less you be judged.
