1. (I know this question has been beat to death) but if you believe, do the spells on this site ACTUALLY work?
Some of them. Some of them are fake, and even more are real but are badly written or leave out important steps or correspondences. These spells can be uploaded by anyone and there's no one who regulates or checks them to see if they're a bunch of insane caca.
2. If these spells work, can you be be in any religion and still have success with them?
Typically. Some gods are picky about who they help and so they might not answer to a stranger who doesn't even believe in them. I should also point out that spells functioning regardless of your religion is not the same as your religion being okay with it. Thor might not care if you're Christian, but Christianity might be unhappy that you called upon a heathen god.
3. If a spell says "Items Needed: NONE" will adding anything extra prevent the spell from working? Ex: Candles and Pentacle
Assuming you're choosing tools that make sense it will in all probability help the spell. You need to really think about what you're doing when you modify a spell or ritual though.
4. When starting out, do you need to start small with spell casting and work your way up to bigger spells?
Depends on how you define "small." My beginner's ritual was the LBRP, which looks like this; http://www.kheper.net/topics/Hermeticism/LBR.htm
Even before you start spell work it is suggested that you have some sort of practice with the basics used in spell-casting. Basic energy work (grounding & centering), meditation, visualization, maybe vibration (a special way of speaking) if you're going to do Hermetic work, etc.
5. Even though the best time to cast spells is on a full moon at 12:00am, can casting a spell at 12:00am on any night still work if you believe?
Wow, so many things to address here.
First of all, reality does not care if you believe or not. Nothing will ever work because you believed in it. You and I are men, not Disney characters, and the world will ignore the power of belief accordingly.
Second, most magical clocks/calendars do not use the Roman timekeeping system (the AM/PM clock used above). Most use solar time which is based on increments of time between sunrise and sunset. In this clock the night and day have the same number of hours, but one may have longer hours than the other depending on what season it is.
Third, there is no single "best" time to do magick. The magical hour and day, the phase of the moon, the astrological sign of the sun, moon, and everything else... all of those influence our magick, it's just a matter of finding the time most appropriate. Save for spells and rituals which are very specific in when they must be performed (a full-moon ritual on a full-moon is a very "duh" example of this), your spell will never fail because you did it on the wrong day or in the wrong hour.

Some spells are legitamate, many are not. Use your common sense, if a spell sounds too fantastic to be true, it probably is. Think of it this way, you can physically find a job, find true love, have a good luck streak, the body heals, etc. You don't see people flying through the air, you don't see fireballs being thrown around, you don't see people shapeshifting into animals or cars and back to people again. Our bodies are human, not faery, demon, angel, werewolf or vampire. Our spirit is formless however and can take whatever shape we desire, especially if we believe it.

Magick is without religion, each religion however has its own magick style. You can practice any magick style you wish, but magick itself is natural and nature has no labels.

Spells found in books or on the web can be changed and made your own. Do what you feel is right. Magick itself needs no tools. When a spell or ritual is designed, the tools/items included are there to aid in extra energy or symbolism. But they are not necessary.

You should begin with internal work. Meditation, awareness, spiritual sensitivity, maybe divination, definitely protection and cleansing. You wouldn't play a sport seriously without first training your body and knowing how to play entirely. You don't want to enter magick without first training your mind and researching thoroughly.

Ah the "witching hour" I haven't heard of midnight spells in a while! Full moons are a time of great power and I love ritual under them, no experience like it. But times and moon cycles are not necessary for small everyday magick. Only very important ritual you feel could use the aid of planets, the moon, etc IF you can wait (obviously a healing spell for a sick loved one can't wait weeks). Drawing your true mystery love to you may be something you'd want to put all the bells and whistles on for.
