No, belief can't override what's naturally possible. Nekoshema is correct, there are no real spells that will transform someone into a catgirl.

You can't shape shift or transform into anything. No hate here just experience! Look into astral travel if you want to shift.

Astral shifting is your best bet, it is not tied down to the physical rules of nature like the earth plane. However, if you want to work on astral projection I recommend starting out with the following topic. Cleansing, protecting, bashing, lucid dreaming and then astral projection, you may also wish to ground yourself during this process. Astral plane can draw in some not to friendly creatures, which is why cleansing is important. This way you can remove that negative.
