Can a servitor be sent to someone through a picture of them or through skype?

They can be, yes. Pictures can serve as a visual stimulus for us when casting or doing ritual work. If you have your thought form/servitor constructed and programed with its intended purpose, you can use the picture as a means to further focus on where it needs to go, what it needs to do when it gets there, etc.

I personally use a picture and something that has the individual's energy on it. A small, personal object, a strand of hair, etc.

Thank you, I understand. So, a picture would work even if I don't know the person in real life? I have a close friend I want to help but I met them online and have never seen them in real life. However, they gave me a picture of them.

Yes. It should work just the same. I have friends that I have met online and known for years and we still manage to practice magic together.

Using a picture will work just fine, as it represents the person and is a link to them.
