Concentrate on what you want to ask someone and what you want them to say. Walk up to them, still focusing on the answer, and ask them the question. This may take a few times. The idea is to project the answer you want to them so they respond in like.

In a word? Yes. It is an attempt to use 'force of will' to influence another person.

However, the likelihood of this sort of process working is slim-to-none. There are methods of manipulating people in conversation and other interactions, but it is a very involved practice of understanding and using cues through body-language and subtext communication. This seems to rely solely on the idea of telepathy, which is dubious in te best of circumstances.
